Business Transformation and Services (BTS) provides sector leading advice, technical expertise and enabling services across the Ministry. It designs and drives enabling strategies giving effect to our organisational strategic framework and ensures our organisational policies and procedures are effective, driving a culture of continuous improvement.
The Ministry is currently going through a significant period of transformation and is in the process of implementing a new organisational structure and improved operating model that includes our ways of working, performance management, policies, processes, tools and technology. This work is being managed by the Transformation and Change team within the BTS group.
Mō tēnei tūrangi mahi | About this role
The Business Analyst will play an important role in supporting the success of the Transformation Programme and requires business change experience, inherent communication capability, a collaborative attitude and business focus.
This role contributes to the effective delivery of the Transformation Programme and supports business change, through the provision of high-quality information, analysis and advice to support the definition, design and documentation of business requirements / use cases and processes associated with this priority work across the Ministry.

- Proven experience in eliciting, analysing, documenting, and managing business requirements within business change projects or transformation programmes.
- Problem solving and analytical skills with a track record of identifying and addressing business challenges.
- Demonstrated ability to effectively engage and communicate with key stakeholders
- Ability to understand business and technical concepts and rephrase in terms appropriate to the audience
- Written communication skills including practical technical documentation and the ability to articulate ideas clearly and concisely
- Experience in using a structured approach to gather, analyse and document business and functional requirements, including using tools to assist with the development of the documentation.
- Experience in conducting root cause analysis, risk assessment, and recommending innovative solutions to improve business processes and performance.
- Proficiency in project management tools and methodologies, with the ability to support planning, tracking, and reporting of business analysis activities.
- Ability to cope with pressure and meet deadlines.
- Ability to drive through ambiguity, work flexibly and adapt to directional changes quickly.
- Commitment to developing your cultural capability and capacity in te ao Māori
It would be desirable for the holder to have:
- A business analysis qualification e.g. CBAP
- Project Management qualification e.g. PRINCE2, Scrum master, SAFe
Whānuitanga Utu ā-Tau | Salary range
Salary range for this role is $90,160 to $109,279 pa. Appointment within this range will be based on skills and experience.
