Job Title: Business Analyst

Job Description:

The Office of Technology Services (OTS) for the State of Louisiana is seeking a qualified Business Analyst to support the Department of Public Safety (DPS) Motor Carrier Safety Assistance Program (MCSAP). This role is part of a temporary IT staffing position, focused on documenting and analyzing business processes, supporting Agile project design, and helping integrate business functions with evolving technologies.

Key Responsibilities:

Utilize Agile methodologies to analyze, document, and refine business functions and requirements.
Collaborate with management and personnel to identify, define, and document business needs, operational procedures, and objectives.
Analyze how business functions align with both current and future technologies.
Support and facilitate both business and technical analysis for project design and implementation.
Identify and document business processes contained within legacy systems.
Build and maintain the product backlog, including creating user stories and capturing technical requirements.
Actively participate in Scrum ceremonies, including team meetings and design sessions, to ensure alignment with project goals.

Requirements:

Mandatory Qualifications:

Minimum 3+ years of experience in Business Analysis, including eliciting, analyzing, and documenting business functions, processes, and requirements.
Minimum 2+ years of experience using Agile methodologies (Scrum, Kanban, etc.), writing user stories, and managing a product backlog.
Strong verbal and written communication skills.
Proven experience in creating requirements documentation for complex projects.

Desirable Qualifications:

Experience in setting up IT projects for development teams.
Experience prioritizing user stories and working with legacy systems.
Business Analysis certifications such as PMI-PBA or CBAP.
Quality assurance testing experience.
Experience in creating operating procedures, user guides, and/or training materials.
Familiarity with wireframe/mockup applications such as Figma.
