Overview:
The London borough of Harrow is seeking a Business Analyst to join the Strategy and Improvement team in the Climate Change, Natural Resources & Strategy division. Supporting a wide range of Council place-based services, this is an opportunity to deliver a variety of service and data analysis projects that will have a positive impact on people’s day-to-day lives. This includes helping to tackle some of the big issues facing our borough like climate change and waste management, making our services more sustainable for the long term. You’ll provide vital data analysis and expertise ensuring that programmes of work are evidence-based. The role is instrumental in ensuring that data is used effectively to measure and monitor delivery. That means everything from providing data analysis for performance monitoring, to preparing briefing papers and reports, to tracking progress. It’s a fast-paced role that will see you working across services and with a range of internal stakeholders. We will look to you to promote collaboration, good data management and governance as well as breaking down barriers to ensure results are achieved. Developing and embedding robust systems for the collection and storage of data, and processes for data handling to improve efficiency is an essential part of the role.
An excellent multi-tasker, focused on results, you will be capable of delivering multiple projects. You’ll also be comfortable working across different technology platforms and tools. Exceptional communication skills, both in person and in writing are vital to your success. You must be able to deal persuasively with people including senior management and council members to contractors.

About you:
Skills and Experience required will include:
- Educated to degree level or equivalent or has the equivalent relevant work experience.
- Good knowledge of statistics and data gained either through a relevant qualification (or part of a qualification e.g., degree) or through relevant experience.
- Demonstrable business analysis experience in a large complex organisation.
- Knowledge and understanding of issues relating to Place-based services.
- Knowledge and understanding of climate and sustainability issues as they apply to local government.
- Good relationship management, communication and influencing skills.
- Knowledge and understanding of performance and quality management processes and their impact on staff and members of the public.
- Knowledge and understanding of data collection and analysis processes, and how data can be used to deliver service improvements.
- Experience in the collection and analysis of service data and managing performance outcomes within medium or large-scale organisations including from multi-disciplinary teams.
- Experience of preparing data for analysis or loading into databases, extracting data from large databases using specialist reporting tools, matching large datasets and related activity.
- Excellent organisational skills and experienced in managing projects and programmes to tight deadlines and within budget.
- Experience of developing and maintaining robust systems and processes to support the delivery of policies, projects, programmes, and performance.
- Excellent written and verbal communication skills including report writing and presentation skills.
- Excellent advanced IT skills.
- Ability to work independently and accurately to deadlines.
