The Asset Operations functions form the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operational Control Function has responsibility for developing, implementing, and managing the activities of key technical teams and infrastructure, which provide expertise and excellence on a national basis in collaboration with, and complementary to, the Regional and Local delivery of routine front-line water and wastewater services.
The Integrated Operations team monitor the performance of the operating environment, ensuring risks to service continuity are identified and managed and that the Customer first approach is at the forefront of Asset Operations activities. This will include the performance of the asset base, optimising production and managing network integrity during interventions
The National Operations Management Centre is responsible for providing centralised and standardised oversight of the operation of Uisce Éireann ’s Assets on a 24/7/365 basis. This function delivers a key role in ensuring that risk is mitigated and frontline operations staff are provided with leading insights and support to assist in delivering safe and consistent services to Customers.
The NOMC Business Support Analyst will report to the NOMC Business Support Manager and will be responsible for providing a high-level of administrative support through a number of key activities including; data collation and analysis, preparing reports and presentations for a variety of audiences, and support for various internal activities within the National Operations Management Centre and Asset Operations.
Main Duties and Responsibilities
- Design, develop and maintain a centralised suite of NOMC’s performance dashboards for improved risk identification and Operational decision making
- Provide effective and efficient support, guidance and training to internal and external stakeholders regarding 24/7/365 monitoring and response to alarms using monitoring, control and reporting systems.
- Support the wider team with the development and management of a standardised set of alarms for the UÉ asset base in accordance with organiational standards.
- Assess the extent of alarm coverage against these standards at an asset, local, regional and national level and develop roll-out plans to address gaps in coverage.
- Develop high-quality presentations, spreadsheets and reports using a variety of software packages, such as Microsoft Word, Outlook, PowerPoint, Excel, Access, SharePoint, Dynamics 365, Power BI etc.
- Provide support and guidance to stakeholders on requirements for signal coverage and configuration of telemetry outstations at assets.
- Responsible for monitoring, interpreting and building data, and provision of management reports that aid business decision-making and support continuous improvement. This includes monitoring and interpreting data which provides information and details on any event / incident, ensuring data is communicated to appropriate senior management for initiation of response.
- Collate data/information to support the function in achievement of business goals and updated ways of working as defined by the Uisce Éireann Transformation Programme.
- Conduct desktop research on topical issues as required by Head of Asset Operations, Head of Operational Control and/or Business Support Lead
- Collate data to allow analysis of key trends, process validation and data management and assist in preparation of summary communications on these
- Responsible for being aware of escalation processes and procedures in place to reduce the customer/business impact.
- Responsible for adhering to all HSQE plans, policies and procedures.
- Responsible for carrying out any other duties deemed necessary and / or required, which the National Operations Management Centre management may reasonably request.
General Duties and Responsibilities

- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
- Other duties as required.
Knowledge, Skills and Experience:
- Relevant third level qualification and or accreditation is desirable
- A minimum of 3 years experience in the water, utilities or similar industries is desirable and or relevant expereince
- Understanding and knowledge of current business systems associated with telemetry systems and alarm management
- A good understanding of ICA, telemetry configuration and field technology are essential
- Experience managing a team, with strong people, change management and conflict resolution skills
- Ability to develop and maintain effective effective partnerships with key stakeholders internally and externally
- Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
- Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
