Ellington Solutions is seeking out qualified candidates that will:
- Research and understand FDOT business processes, applications, and systems.
- Facilitate workshops with business units to gather and document business and technical requirements.
- Coordinate and lead development and data migration teams to ensure deliverables meet project standards.
- Collaborate with technical and functional teams to develop technical specifications for Identity Administration and Governance solutions.
- Create detailed use cases, business rules, test plans, and scripts.
- Oversee User Acceptance and Regression Testing.
- Track bugs and backlog items using Microsoft DevOps.
- Provide daily updates to the Project Management Team.
- Review deliverables for compliance with departmental standards.
- Conduct process modeling, as-is/to-be analysis, and use tools like MS Word, Excel, PowerPoint, and SmartDraw.
- Facilitate workshops and meetings with stakeholders effectively.
- Possess technical knowledge of IT infrastructure and software development practices.
- Apply State of Florida Project Management Rule 60GG-1 and PMBOK principles.
- Demonstrate advanced skills with Microsoft products like SharePoint, Teams, Power BI, and Project.
- Relate to stakeholders’ needs, document requirements, and adapt to dynamic work environments.
- Maintain constructive relationships and demonstrate organizational skills.
The qualified candidate will have:
- U.S Citizenship (Required)
- Bachelor’s or Master’s degree in Business Administration, Communication, Information Systems, or a related field.
- Relevant work experience may be considered in lieu of the educational requirements.
- At least 3 to 5 years of substantial experience in business/systems analysis and involvement in software development projects (Required)
- Strong proficiency in the Microsoft Office Suite, especially Excel, Word, and PowerPoint (Required)
- Familiarity with Microsoft DevOps (Preferred)
- Understanding of Rules 60GG-1 – 60GG-5 of the Florida Administrative Code (Preferred)
- Certified Scrum Master (CSM) certification is (Preferred)
- Experience in configuring and customizing Commercial-Off-The-Shelf (COTS) products (Preferred)
- Experience with data migration.
- Experience in directing and managing project resources.
- Knowledge of change management and release management.
- Experience using Microsoft Power BI.
- Candidates with expertise in Florida Department of Transportation systems and applications will be given priority.
